I agree with the part about how the tone is more serious than weepy. The man does have a drinking issue and the one being abused does not know what to do. It could be a father beating on his son because there is mention of a mother in the poem. The mother seems to be unconcerned, however. Waltzing is a good metaphor for the abuse the father is giving.
